In the future, ecological disasters and global conflict lead to the formation of Panem, a country consisting of the Capitol and thirteen districts. The Capitol mistreats the districts, sparking a civil war known as the First Rebellion. After its collapse, the Capitol establishes the Hunger Games as part of the Treaty of Treason for peace.
