In an alternate 1899, tensions rise between European nations with new weapons. In London, a tank destroys the Bank of England, led by the Fantom who wants Venice's blueprints. Accused of robbery, Germany is soon targeted by the Fantom in Berlin, sparking accusations and war fears. In Kenya, Reed seeks help from hero Allan, who refuses due to personal loss. Strange men arrive, seeking Allan.
