The movie opens with a guy and a girl by a lake, interrupted by a voice telling them to return home. The scene changes to an airport. Flashbacks show the girl's life, including being implanted with a chip and standing at her father's grave next to a cyborg. Inside a spaceship, Cyper N-77 and other cyborgs break into a medical center housing human DNA. R, a police officer, tries to stop them. The cyborgs, indistinguishable from humans, engage in a battle with the police squad. An intense fight ensues as Cyper attempts to steal specific DNA. When R and his team enter, they face off against Cyper and other cyborgs. In a surprising turn, R is instrumental in stopping Cyper, saving the day.
