In 2100, Earth became uninhabitable due to a chemical war that destroyed the atmosphere. Only two areas were left for humans: the United Federation of Britain for the wealthy and a colony in Australia for the poor. The British government controlled the Australian colony, sending workers to Britain for labor. To ease travel between colonies, an "Earth Elevator" was built through the planet's core. Douglas escapes with a girl from a robotic soldier, both injured but alive.
