My profession is to create this content you speak of. Whilst it hurts my business when content is stolen, but I understand that I don't have the manpower to do much. So I'd say in general it depends on from whom you're stealing the content. In general, I recommend staying far away from it. There's so many free stock content websites now a days, a lot free for commercial use as well, with great content. Just add some words to it, make it your own

Google will penalize you for duplicate content at best; the best practice is to use all original content.

The internet is not up for grabs. It is illegal to steal from others. That content is intellectual property that someone else owns.
