3. Gradually add milk, a tablespoon at a time, and knead to form a soft and smooth dough. The dough should be slightly sticky but manageable. Add more milk if needed.
4. Divide the dough into small portions and roll them into smooth balls. Make sure there are no cracks on the surface.
5. Heat oil or ghee in a deep pan or kadai over medium heat for frying.
